Bowmer + Kirkland is proud to announce the practical completion of HMRC’s landmark regional centre in Newcastle’s Pilgrim’s Quarter. This milestone marks a major step forward in delivering one of the largest and most complex city-centre regeneration projects undertaken in the North East.
This phenomenal scheme, which features one of the largest retained façades in the UK, will open in 2027 following a comprehensive fit-out programme and is set to provide office accommodation for 9,000 staff, making it HMRC’s largest regional hub in the UK.
Work began in November 2021, with the demolition of buildings above the city’s Metro tunnels, the successful diversion of the main city sewer, and the separation of a six-storey building, Carliol House, from its Grade II listed façade, which spans 130m.
The project has been led by Reuben Brothers with Bowmer + Kirkland working as the main contractor, Ryder Architecture as lead architect, Cundall as engineering consultant and Avison Young has provided project management and employer’s agent services.

A category B fit-out programme will commence on site from January 2026.
